Do all legal Ontario political betting sites serve the rest of Canada?

No. Many highly visible brands like BetRivers, FanDuel, theScoreBet, BetMGM and DraftKings are Ontario-only, with no "offshore" versions. So if you're focused on the person, shift to the party - it's the other side of the same coin.
